Kuleba also urged that all Russian exports should be stopped. At the beginning he would have been more understanding, but after three months in the war it looks different, his message is clear: “Kill Russian Exports”, “kill Russian exports, stop giving them money to finance their war said Kuleba.
As long as Russia can sell oil and gas, the sanctions are not so bad for them, even if they hit the country hard. The sanctions would have to be expanded.
Ukraine is waiting for weapons
Like Zelenskyy on Monday, Kuleba also made it clear that Ukraine is not prepared to give up territories so that Russia can save face. That didn’t help in the past either, but led to the biggest war since the Second World War.
Ukraine is desperately waiting for the weapons, Kuleba said. The decision-making takes far too long. Any delay will result in more casualties and loss of territory, the foreign minister said. “If we don’t get heavy weapons, we will be killed,” Kuleba said. The situation is better than a month ago, he admitted. “But when you’re at war, you need everything.”

In addition, the food shortages were discussed. Russia is blocking exports and will only lift the blockade if sanctions against Russia are lifted. But there is a big problem with Russia – trust, said Kuleba. If one were to agree with Russia on a safe corridor to and from Odessa for exports, “who can guarantee that Russia would not use this to invade the port city with tanks at night?” asked Kuleba.
“All wars end through diplomacy,” Kuleba said at the media conference. At the moment, however, one does not see any efforts by Russia to end the war through talks. You can also see that a new security architecture is needed, said Kuleba. And if Ukraine’s security problems are not solved, there will always be a danger in Europe – “as long as Russia is Russia”.
How quickly Ukraine can recover depends on how much money is made available and how efficient the reconstruction projects are, Kuleba said. Ukraine currently needs around five billion dollars a month to ensure the functioning of the government and important state institutions.
