During the unsuccessful Russian attack on the capital Kyiv, around 3,500 buildings were destroyed or damaged in the northern Ukrainian region of Chernihiv, the ministry said. Around 80 percent of the destruction affected civilian buildings. “The extent of this damage shows Russia’s willingness to use artillery against residential areas.” In doing so, only minimal attention is paid to proportionality.
