The decision to write off the business was made by the National Council’s Social Security and Health Committee (SGK-N) by a vote of 12 to 11, with one abstention.
Now the National Council decides. He followed the initiative at the end of 2019.
Fee probably not very useful
At the time, there was a fee of 50 francs in the room. The Council of States later commissioned the SGK-N to draft a bill.
However, after hearing representatives, hospitals, doctors, health insurers and patients, the majority of the commission came to the conclusion that such a fee would be less useful than expected. Rather, the fee could lead to considerable effort and uncertainty.
Fee violates federal law
Requests for an emergency fee have also arisen in the cantons. In the canton of Zurich, for example, in autumn 2019 the cantonal parliament commissioned the government to create a legal basis for an emergency fee for minor cases. The government argued that such a fee violated federal law.
Fees for doctor and hospital visits were also discussed intensively more than ten years ago. In 2009, the Federal Council examined a practice fee of CHF 30 in order to reduce healthcare costs.
