Lucerne Councilor of States Andrea Gmür introduced the proposal.
If Switzerland is threatened with a blackout, companies should be able to use their employees more easily at night and on Sundays. According to the Council of States, this is also the opinion of the National Council’s Commission for Economics and Taxes.
With 14 votes to 10, the commission recommended that the National Council accept a corresponding motion by Lucerne Councilor Andrea Gmür (58, middle).
According to the communiqué, the majority of the commission argues that forward-looking preparation of the legal basis is necessary. This is so that the Federal Council does not have to pass emergency law in a crisis situation. A minority does not want the labor law to be relaxed and considers the current options for night and Sunday work to be sufficient.
To break energy spikes
Gmür wants a temporary adjustment to the labor law. This in the sense that an energy shortage is defined as “urgent need for night or Sunday work”. During an energy shortage, it may be necessary for companies to do the work when there is otherwise no large energy consumption, writes the Lucerne Councilor of States in the text of the motion.
During the consultation in the Council of States, Gmür said that the ban on working on Sundays should not be circumvented. Sunday is holy to you. But it is about creating planning security for companies and securing jobs. The Council of States approved the proposal in mid-December by 22 votes to 11 with 9 abstentions. (SDA/lha)
